Web-Based Human Resource Information System

Anyone here who is expert in web programming using PHP that can make a sample of a web-based/online Human Resource Information System that can be used in University school. The feature of this online system will be based on the Personal Data Sheet of a faculty which is annually submitted to the Human Resource Management Office. The other feature also of the said system where employed faculty of the school can sign up or create their account based using their ID number. Not employed faculty of the school definitely cannot create their accounts. I opened this because I'm not expert in PHP programming, so please can you guys help out of this problem.
