Top-Up Kiosk Platform

This is my maiden Post. I am expecting some buddies to create a Platform for me to Top-Up air time to subscribers.

Presently this operation is done with manually using ordinary phones and the STK. I hope that this could be done with VB or C++.

Could someone help me pls..........................?
