Limited Wifi Access

Hi i will be building a program that runs and interacts with the website and connects to a router with the use of WiFi that limits the user of using the internet,since i am not a guru, I am asking your opinion or suggestions about this one. my questions are:

1.Is vb6 perfectly fit for this?and if not what language?
2.Do you have any preferences which can help?
3.Do i need to build a server side and client side?

If there are any questions that i missed or not clarify to you please don't hesitate to let me know.

That is also my problem. I want to disable and enable the wifi connection using my system and limit the user..
can you help me.?
