Hello sir im having this error "java.sql.SQLException: null, message from server:"host" is not allowed to connect to this mysql server

pls I have this error when I run the program com.mysql.jdbc.exception.jdbc4.communicationsexception:communications link failure I am new so I guess there lots of things I didn't do. just guide me pls
